Using Plug-in Nostalgia. This plugin creates 1950s-style hand-tinted monochromes effect in the photo. The plugin selectively desaturates the image and at the end result is that some parts of the image become monochrome, while others take on a sort of unrealistic-looking colouration.

I used two photos, creating this photo. Using filter Tool, I chose Artistic - Palette knife and also changed Stroke size and detail.
